You use ‘als’ when you use the comparative. And ‘wie’ when something is equal. This is actually the same as in English:

Als as a hypothetical comparison
Als = when
Als also means when in a past tense sentence. Als ich klein war (again, the verb gets pushed to the end of the clause), habe ich mit Puppen gespielt. When I was little, I played with dolls.
Other uses of wie
wie = how/ what?
Als ich kleiner als mein Bruder war, wollte ich wissen, wann ich so groß wie er sein würde und wie lange das dauern würde.
When I was smaller than my brother, I wanted to know when I would be as big as him and how long it would take.
